Overtaking on the hard shoulder is considered a grim offense, Dubai police have run many campaigns to urge motorist to refrain from this action. Hard shoulder overtaking is dedicated for emergencies and emergency vehicles, but it is found most of the motorists are taking advantage of this. They are often seen taking to the emergency lane to overtake when traffic is jammed or just not moving fast enough.
